The treasurer, a constitutional officer, is elected every four years. Treasurer Pat Conrad has served in that capacity since January 1998. The office offers the convenience of in-person, in-office payments including major credit cards. A drive-through window is available for customers who cannot come into the office but have the bill for payment. A lock-box is also located adjacent to the drive-through for payments. You can make inquiry and payment of Real Estate, Personal Property, and Utility bills through Martinsville Citizen Self Service using eCheck or credit card. There is a 50 cents fee for eCheck. The convenience fee on the credit card is based on amount of the transaction. The minimum fee for credit card is $3.00. You can make online payments using credit cards other than Discover through Official Payments Corp. for customers willing to pay a convenience fee. The office, including the drive-through, is open from 8:30 a.m. through 5 p.m. The office is located in Room 104 of the Municipal Building.

Q. Do I need a window decal for my automobile? As of October 2006, the City of Martinsville no longer requires a decal to be displayed on motor vehicles, but does require an annual payment of a vehicle licensing fee, currently $29 per year. Vehicles must be registered as tangible personal property with the Commissioner of the Revenue's office. A voluntary decal is available to customers who have paid their licensing fee and who would like to show their community pride by displaying a permanent Martinsville decal. Free voluntary decals are available at the Customer Service Desk in the main lobby or at the City Manager's office. Residents should bring a utility bill with them as proof of residence to qualify for a decal.
Q. When are real estate taxes due? For the convenience of Martinsville residents, the city collects real estate taxes twice per year: December 5 and June 5 of each year. If you come into the office to pay, you are encouraged to do so early as the office is very busy on due dates, and wait times can be very long. |
